The secretary of the Iowa Senate has denied an open records request for emails concerning the ongoing controversy about settlement agreements involving fired state employees.

Iowa Republican Party Chairman Danny Carroll on Monday sought the emails and documents from Senators Jack Hatch, Matt McCoy and Janet Petersen.

But Iowa Senate Secretary Mike Marshall Tuesday sent his own email  to Carroll denying the request.

The document says in effect that the Iowa Constitution allows the Iowa House and the Iowa Senate to determine its respective own rules for governing operations.

Marshall says the requested communications have not customarily been deemed public records and releasing them would almost certainly have a detrimental effect on citizens' constitutional rights and willingness to petition their elected officials.
