Felon voting restrictions bill passes Senate committee

An Iowa Senate committee has passed a Bill that would require convicted felons to pay full restitution before they could get their voting rights back.

This would only come into effect - assuming it reaches the Governor's desk and she signs it - if a separate constitutional amendment that would automatically restore felon voting rights on completion of a sentence also passes.

Is this a good idea?
