(Des Moines, IA) -- The Iowa Supreme Court has ruled against a man's request the state refund him for a $465 fine he paid. The court's denial Friday was after the man had reportedly received a speeding ticket from an Iowa Department of Transportation officer in 2016. He appealed and the court agreed with him that Iowa Department of Transportation officers could not issue speeding tickets.
