(Cedar County, IA) -- A former Iowa State Patrol trooper will serve two years of probation after using unreasonable force during a traffic stop in Cedar County.
Court documents say Robert Smith intentionally struck the victim’s chin, causing them to fall backward over their motorcycle.
Smith initially said he was reaching for the victim’s shoulder.
