(Des Moines, IA) -- Iowa Governor Kim Reynolds' request for an emergency declaration after an apartment building partially collapsed in Davenport was denied.
The Federal Emergency Management Agency says the severity of the situation is not enough for an emergency declaration and emergency assistance.
Governor Reynolds says another request for a Major Disaster Declaration is pending.
