(Davenport, IA) -- In a letter demanding monetary damages from the city of Davenport, former administrator Corri Spiegel accuses two former mayors of harassment.

The demand letter, written in September, and obtained by WQAD News 8, resulted in a 1.6-million dollar settlement payout to Spiegel.

In the letter Spiegel says behavior by former mayors Frank Klipsch and Bill Gluba, along with former council members Derek Cornette, Judith Lee, and current councilman Tim Kelly created a hostile workplace.

The city's failure to vote on the October settlement until after November's election is the subject of a lawsuit brought by a resident, and an investigation by the State Auditor.
