(University Heights, IA) -- An eastern Iowa city has a new administrator... for the time being.
University Heights--an enclave within Iowa City--has hired former Iowa City police chief Troy Kelsay as city administrator.
It's a trial position for six months, at which time the council of the thousand-resident city will decide whether it's something they really need.
