How Hurricane Maria could reshape Campaign 2020

At every turn, the impact of Hurricane Maria seems even larger than before. And the magnitude of the humanitarian crisis is such that it's no surprise that people are leaving the island by the thousands. Puerto Ricans are American citizens, so if they move elsewhere, they'll have the same rights to do things -- like vote in elections -- that current residents already have. With calls to grant statehood to the island likely to amplify, what might happen if the exodus from Puerto Rico adds as many as a million new residents to states on the mainland?
