Who will rebuild the Middle East?

We may feel exhausted with Iraq and Syria, but someone has to rebuild: If we withdraw from a world leadership role, we shouldn't expect peace and order to fill the void. It's perfectly fine to be reluctant about hegemony, but it's not OK to abdicate it. The United States ought to consider a quasi-diplomatic agency to focus real resources, expertise, and accountability on addressing reconstruction efforts in troubled parts of the world. The job too often falls to the military, and that's really not a very sensible use of their tools.
