Her name was Sabrina Ray. She was adopted. She's dead and now many people are looking at Iowa's Department of Human Services for answers.
Her death comes just a few months after Natalie Finn was apparently starved to death in her adopted home in Iowa.
State records show that Sabrina's parents, Misty and Marc Ray, ran a licensed daycare in their home for as many as 16 children. In three of the last four years, it received visits from inspectors and social workers who apparently found nothing wrong.
What can be done to protect children? Is it time to clean house at the DHS?
