Iowa Governor expected to sign 'Sanctuary City' Bill. Is this a good thing?

Governor Kim Reynolds is expected to sign the so-called 'Sanctuary City Bill (SF 481) after it passed the Iowa Senate on a party line vote last night.

The House passed it earlier with amendments and that forced the Senate to pass it again. 

It will financially punish cities that refuse to co-operate with Federal Immigration officials.

Is this a good thing for Iowa?
