School Districts sue State over 'local control'. Is this the real reason?

Two Iowa school districts are suing (one has the other plans to) the State over what they say is local control, after they were denied a waiver to go completely online.

The largest school district in Iowa - Des Moines - sued yesterday and is asking for an injunction of the State’s decision and a review of its authority to override school district’s decision making under Iowa law. Ames says it is about to sue.

The DMPS Superintendent - Thomas Ahart - issued a statement: “At its heart, the Petition that DMPS filed today in Polk County District Court is about local control and who is best positioned to make decisions to promote the health and safety of our students and staff, their families and the broader community while pursuing our core mission: educating our students.”

Well there is that pesky thing called the law too. SF2310 was passed virtually unanimously in the last session of the Legislature and signed into law by the Governor in June. The vote was 49-0 in the Iowa Senate and 92-6 in the Iowa House. It was signed on June 29th of this year. In contains the exact language of the proclamation that came a week later which was designed to show parents how they could opt out of the return to learn plan and continue to stay home if they chose to.
