(Black Hawk County, IA) -- An 18-year-old driver has been fined more than $500 and is facing a Reckless Driving charge after being clocked going over 130-miles per hour on Highway 218 in Waterloo. The Iowa State Patrol says the driver told the trooper who pulled him over Thursday that he was testing out his new car. The ISP says highest speed observed was 133 mph in the posted 60 mph zone.
