(Des Moines, IA) -- The Des Moines City council has approved a contract with a company to do a study on the odor often smelled downtown and in the east Village. The city agreed to pay RK and Associates $83,000 for the study. The contract was approved Monday. RKA will study the elements in the air caused by the odor and how it effects the air quality. The city will then decide whether they need to regulate those elements and how to regulate them. Some people in the east village have described the odor smelling like cooked dog food among other descriptions.
