(Omaha, IA) -- A new report says an Omaha theft suspect who escaped an emergency room and led police on a car chase into Council Bluffs was in handcuffs the entire time. Police say they arrested Vernon Williams on November 8th after he reportedly tried to steal car keys from a north Omaha car dealership. Police say they arrested Williams and took him to the emergency room after he complained of being short of breath and feeling like he was going to faint. Investigators say Williams never got a check-up, ran out of the emergency room, stole a car, and took off to Council Bluffs. He eventually crashed near the Iowa School for the Deaf and was arrested for good. He's currently being held in the Pottawattamie County Jail but will be charged in Nebraska.
