Staff Issues Continue To Plague Davenport City Hall

(Davenport, IA) -- Staff issues continue to plague Davenport City Hall.

Former city attorney Tom Warner says in a letter to Council that he was wrongly placed on leave last year, after agreeing take early retirement in January. He says the action created a narrative that he had done something wrong.

In Warner's letter, published in the Quad City Times, he says he's losing patience with Council's refusal to clear up that narrative.

Warner signed a 1.6-million dollar separation agreement with former administrator Corri Speigel on behalf of Council in October--an agreement that wasn't voted on until December--two months after it was signed, and a month after the municipal election.

The city says they can't comment on the letter as it hints at litigation.
