Iowa proposes Obamacare fix

Iowa's Insurance Commissioner says it is "unacceptable"  that Iowans may not be covered by health insurance,  especially given the number of insurance companies in this state.  

Commissioner Doug Ommen says Iowa's is a collapsing market.   There are 72-thousand people enrolled in the state's health care exchange, but each year, that number declines by about a thousand people.

Ommen wants federal approval of a stop-gap measure, to ensure all Iowans have access to health insurance.   

He says without it, some people, who had once been covered by the Affordable Care Act, will not have a carrier in 2018.

He says the proposal is the only solution in which a health insurance carrier has committed to sell health insurance in every county of Iowa's individual market.   The measure will provide consumers with age and income based tax credits and will use a reinsurance mechanism for costly medical claims.

The proposal involves Wellmark Blue Cross Blue Shield and Medica.
