March Against Trump's Immigration Policies Takes Place In Los Angeles

Texas was to implement a new, tough law prohibiting cities from refusing to enforce immigration law on September 1.  But a federal judge has blocked it.

Among the reasons listed for stopping the law:  that it violates the First Amendment right to free speech.  How does NOT enforcing a law run afoul of the Constitution?
