A California farmer has reached a settlement with the Environmental Protection Agency to pay 1.1 million dollars for changes made to his own land in violation of the Waters of the United States provision of the Clean Water Act.  At least one environmental group says it is not enough.

It's safe to say in this interview that Craig Richardson of the Energy And Environmental Legal Institute has had enough of the Waters of the United States provision.
