Gun rights constitutional amendment passes first of 3 hurdles

The Iowa Senate Wednesday night gave approval to a proposed constitutional amendment that inserts gun rights into Iowa's state constitution.

The amendment now has passed both the Iowa House and Senate this year.  It must pass both chambers in the next legislative session to be submitted to the voters for ratification.

Democrats objected to language in the amendment which Sen. Tony Bisignano (D-Des Moines) claimed would prevent "any meaningful" gun control legislation from being passed.  That language would require Iowa courts to use "strict scrutiny".
