DES MOINES, Iowa- The Animal Rescue League of Iowa says three dogs, including a puppy, with deep cuts and scarring, were recently dropped off, at its shelter north of Des Moines.
Officials say it appears the dogs had been bound multiple times, for extended periods of time.
Animal Control Officers tracked down the owner, and learned the Ankeny resident had been told to get rid of the dogs because of multiple barking complaints.
Investigators say it appears the owner wound bungee cords around the dogs' muzzles, to try and stop the barking.
Ankeny authorities have charged the owner with animal neglect. The ARL is treating the dogs for their injuries and behavioral issues.
