DES MOINES, Iowa - Des Moines Police are watching over a bar that's been the center of social-distancing complaints.
Officers have been called to the Tipsy Crow numerous times, and have inquired about its legal status.
Even though it's licensed as a tavern (bar) by the city, Tipsy Crow is allowed to open under COVID-19 restrictions because it has a kitchen.
Some residents have also complained about the size of the crowds at the Tipsy Crow. Restaurants can currently only open at 50 capacity. Some photos of Tipsy Crow from last weekend shows a large gathering of people relatively close to each other in the venue's outside table area.

According to the zoning ordinance in Des Moines, a business serving alcohol must earn more than 50 percent of its revenue from food sales to be considered a restaurant. Half or less qualifies as a bar.
