The Nebraska State Patrol continues with its own, separate investigation, but another investigative report says the behavior by a former Nebraska lawmaker was unprofessional and inappropriate, but did not constitute harassment or unlawful discrimination.
The investigation of former State Senator Mike Groene began after a former legislative aide reported she found images of herself on his computer that he had taken without her knowledge.
Groene resigned from the unicameral on February 21st.
The legislative panel says had Groene not resigned, he could have faced reprimand, censure or expulsion.
