(Davenport, IA) -- The state of Iowa is seeking restitution from a Davenport man convicted of murder. A hearing will be held December 14th in Scott County looking to have funds paid out from the Iowa Crime Victim Compensation program reimbursed by Henry Dinkins. The 51 year-old is appealing his conviction for the kidnapping and murder of ten year-old Breasia Terrell in 2020. He's currently serving a double life sentence.
