A convention of states, also known as an Article V Convention, holds the potential to significantly impact the United States Constitution. A convention of states is triggered when 34 of the 50 state legislatures petition Congress to call for it. Its sole purpose is to propose amendments to the Constitution. Any amendments proposed by the convention must be ratified by three-fourths of the states (38 states) to become part of the Constitution.
