Chris Mathias with the City of Moline tells WQAD News 8 that the bylaw would allow properties over 65-hundred square feet to covert basements or garages into apartment space.
Not everyone is onboard with the plan.
Moline resident Diann Moore says she worries about excess cars and people in city neighborhoods.
Council will discuss the issue at their next three meetings before voting on the ordinance in six to eight weeks.
