Quad Cities Tenants Group Pushes For Rent Withholding Ordinance

(Davenport, IA) -- A group of tenants is lobbying the city of Davenport to take action against deteriorating living conditions in many city apartments.

They say there's a better option for motivating neglectful landlords into making repairs.

Gavin Gassmann with the Quad Cities Tenant Alliance tells WQAD News 8 that they want Council to pass a new ordinance allowing tenants to withhold rent from landlords who don't keep properties up to livable standards.

The alliance says they'll lobby Council vote to pass the ordinance by August.

The move comes after The Stricker apartment building downtown was shuttered in March due to poor living conditions. And just after the first anniversary of the partial collapse of The Davenport last May that killed three men.
