(Dubuque, IA) -- Sexual abuse charges against a former Dubuque priest are being dropped.

Leo Riley was accused of abusing alter boys at a church in Dubuque in the 1980s.

Yesterday, a judge rebuked the prosecution's contention that the statute of limitations was frozen when Riley moved to Florida, saying the charges should have been filed by 1989.

The case has been dismissed with prejudice, meaning Riley cannot be tried again on those charges.
