(Davenport, IA) -- The city of Davenport is citing a 1985 Iowa Supreme Court decision as justification for making a 1.6-million dollar settlement agreement with former city administrator Corri Spiegel in secret.
That's part of a five-page response to questions from a Iowa Oversight Committee inquiry into harassment at City Hall, and separation agreements with former employees.
In the document, released Friday, the city also says it took significant steps to stop alleged harassment of Spiegel by an unnamed elected official.
The State Auditor's office is also looking into why the city made the deal with Spiegel last October, but didn't vote on it publicly until after last November's election.
