(Davenport, IA) -- Davenport residents now have more time to speak at Council meetings. The city is reverting to the rules for public comments that were changed unilaterally by Mayor Mike Matson in February.
Davenport City Council member Marion Meginnis told a full council chambers that they discussed the changes, but never voted on them. She says Council received a legal opinion at the time stating the mayor could make the changes.
The city has since been given legal advice to revert to the 2015 rules for public comment, since those rules don't clearly state who has authority to alter them.
Mayor Matson agrees, and says he'll form a committee to develop new rules, or amend the old ones so they are more clear.
