(Omaha, NE) -- The Omaha police officer-involved shooting that killed 22-year-old Steven Phipps is called "justified" by Douglas County Attorney Don Kleine. Kleine released a statement today stating that the actions of Phipps, including his gun barrel being pointed at officers, justified the officers' decision to use force. Phipps was shot as he ran from a traffic stop near 31st Street and Ames Avenue on September 28th.
