(Davenport, IA) -- Some tenants in the Quad Cities will be able to stop paying rent if their landlord fails to maintain safe living conditions.
The Rent Abatement Ordinance was approved by Davenport City Council in light of the partial collapse of the Davenport Hotel last year that killed three men.
Landlords will receive notices ahead of the ordinance being enforced.
The city says the ordinance is intended to be a last-resort measure in cases of extreme neglect.
