(Cedar Rapids, IA) -- Cedar Rapids City Council seems on track to rezone the land around Garfield Elementary School for a housing redevelopment.
A first reading of a rezoning ordinance was unanimously approved yesterday.
City records show Steve Emerson bought the former school last year for $160,000.
He's planning to convert the building into 30 market-rate apartments while keeping the historic facade intact.
