(Des Moines, IA) -- The proposal to restrict the use of cell phones during instructional time at school is now law. Schools will still be able to adopt a more restrictive policy if they want to, such as restricting usage from first-to-last bell. Iowa Governor Kim Reynolds signed the bill this morning in front of a crowd of students at the state capitol.
