Clive, Iowa approves flood buy-out program

CLIVE, Iowa-  The City of Clive has approved a voluntary buyout program in flood prone areas near Walnut Creek.   The program could include more than a million dollars in buyouts  of residential, commercial, and industrial properties.    Clive will use some of its reserves to fund the program, taxes and fees will not increase to fund the program.    The properties are in the University Boulevard neighborhood, along University Avenue, 75th Street, and 78th Street.   This part of Clive flooded in  2008, 2010, 2015, and most recently in June 2018.

“We have dangerous flash floods on Walnut Creek and North Walnut Creek, and the frequency and intensity of that flooding is increasing,” said Clive City Manager Matt McQuillen.  “The properties we’re targeting have been flooded multiple times in the past decade.  In this case, the most effective way to protect lives and property from future loss is to remove the buildings and improve the natural floodplain function.”
