DES MOINES, Iowa - A Junior ROTC instructor in the Des Moines public school district is facing sexual exploitation charges.
The Des Moines Police Department says 51 year-old Robert Webb had an inappropriate relationship with a female student.
Webb turned himself in this morning at the Polk County Jail. He's expected to make an appearance in jail court today.
