Do we need a Cognitive Test for people over 75 who want to be President?

When Donald Trump was President there were demands that he take a cognitive test. He did. In 2018 he was given the Montreal Cognitive Assessment (MoCA) under Dr. Ronny Jackson, the former White House physician, and at the time had scored a perfect 30 out of 30.

There have been numerous calls for Joe Biden to take a cognitive test and he has not done so.

GOP Presidential candidate Nikki Haley believes all politicians over 75 should take one and now GOP Rep Scott DesJarlais (R-Tenn.) has put forward an amendment to the Constitution that reads: "No person shall be eligible to hold the office of President or Vice President unless the person demonstrates cognitive competence."

It gives Congress authority to enforce this through "appropriate legislation," and it would also be Congress that would decide exactly how to test those candidates for president and vice president.
